I said, They scattered after the the attack. The News is not denying that.
Its saying that they "considerably operationally stronger than a year ago" and
"regrouped to an extent not seen since 2001". That is after the attacks.

Yes, AQ is trying to gather strength that they lost after attacks, probably "They are showing greater and greater ability to plan attacks in Europe and the United States" but as we see their attacks are being failed.

So ofcourse they are not as powerful as before and two primary reasons are
1) Their chain is not as powerful as before to successfully carry an attack.
2) West is now more prepared and alert than before.
