Does Google allow publishers to put ads on download pages like this for instance.. I have seen something similar on a few sites. Is it in breach of googles TOS?..

Why not just ask google directly instead of asking people who may or may not be correct?

I suppose it will be OK in most of the cases.
Anyway, when in doubt email their support team, they will be glad to help ;)

Yes, it is allowed. But I think you should add more content to the page as the terms say that adsense is not allowed on pages with "no content" or "less content".

Coolapts is right you need to have some content. But I have seen sites doing so without any meaningful content. That's no content at all. Just a download link.

You can have random quotes, sayings or related extracts on the download page, it will enhance your page and not breach the TOS
