Well, as far as I know, the Indonesian Paypal account is Send Only so basically it is for you to spend money but not to receive anything. With that said, there is no need for any withdrawal since you are not permitted to receive any money in the first place. Indonesia is high risk country for fraud. Actually holding the number one spot. You will not be able to receive money from Paypal.
I think fraud is not the main reason why Indonesian Paypal could not be used to received money. A friend of mine has asked about this issue to the Paypal team. They said the main reason is the regulation for transferring money to Indonesian bank is too complicated.
Well correction that should be WAS but Indonesia is still in the top 5 list of countries with highest fraud risk. Secondly because of the way majority of Indonesian people are named. No first name and last name just one name is another major reason. America's own Big Apple, New York is number one in USA.
