    Hello.

On one of my sites users post news in a forum called "HomePage". This is news from other websites. They just copy and paste the description, title, and then post the URL with the rest of the article if they want to read more. Is this considered Duplicate content? Should I remove this forum?

I don't think google will not take it as a bad thing. Quoting articles from the other sites is quite common. But it will not build original content site at same time. I think it's nothing wrong in Google's eyes, but nothing great too :)

Ok, but this makes up about 80% of the content on my homepage. Does that make a difference?

Duplicate Content. I am wondering if I will be penalized for this because it is just a clipping.

    Nawww.. that's fine.

Let's keep in mind it is more of a 'filter' than a 'penalty' here folks. As mentioned, simply add some value to the page in the form of more original content.

The other content actually leads to the original works, which makes that a repository section.. which in itself would be seen to have some value. There are many sites that are news aggregates from varied sources. Nothing unusual about that.

Depending on what terms you are targeting with the home page, some focused original content in addition to the resources would likely be a plan .....

Here's some more info on duplicate content.

I recommend the usage of RSS feeds for this purpose. Any other way will result in a risk of getting into supplemental index, greatly lowering your chances of high SERPs.

Regardless of whether you parse RSS feeds to HTML and add them to your page, or just copy/paste other content onto your page, it won't matter. It's still duplicate content, and if it's all that's on the page, Google (and other search engines) will catch on.

You don't have to remove them (as long as you either secured permission to reproduce the content or are using brief excerpts for editorial purposes, but it's still best to ask permission regardless just to be on the safe side), but if you want your pages to rank well, you need to have original content alongside the reproduced content. And I don't mean a link to the original site either. An article (or other form of content) that's not too long (or too short) that discusses the topic at hand (using your own words) will help, since Google and other search engines will focus on YOUR content rather than the duplicated content from external sources.
