The best one out there I personally believe is Receive Links which also gives you great results in the SERPs too.
Try LinkAssistant: http://www.link-assistant.com I don't use it much right now, but whenever I need to get ranked with a new site, I do my research, and then I put LinkAssistant to work. Warkot
Oh it does help. It does help to have a software program that will find link partners, let you review them, let you email them, let you check if they link back, etc. You can do it all by hand, but it will take a lot of time. Most people don't value their time, though, they value their money more. I used to be this way, but not anymore. A hundred bucks is worth it if it saves me a month of effort. I will spend this month earning much more than a measly $100. Note that link exchange is not what it used to be. It's not the be-all, end-all. You need to do a little bit of all: buy links, swap links, submit to directories, etc. But reciprocal links are still counted by Google and Y!, so as far as link exchange goes, LinkAssistant is my tool of trade.
