Cheap foreign domain names?

    I am interested in acquiring some european domain names, but (obviously) my usual registrar, which is a reseller of wildwest domains, doesn't offer them.

    Can any recommend a registrar of foreign domains? I'm looking to pay about $20 each ideally.

    I specifically want to register a belarus domain (.by), but at the moment the cost seems a bit too much. The cheapest seems to be netnames.com at $187.

    For foreign ccTLDs, iDotz.net & EuroDNS.com have a number of different extentions
