Really the "best" way to promote site is based a lot on niche and trial and error. What type of website are you running? An example of this is that Adwords is great for a lot of less competitive niches... it is terrible for those getting into the web hosting business because you end up paying $11.00 for a single customer. You will get some good ideas if you post what website you are wanting marketing advice about.
It all depends on what you want to achieve. Are you looking for organic search engine traffic or paid traffic? What kind of budget are you dealing with? What are your expectations from that budget? Its a money maker forum with a wide area of discussion from stocks to real estate to hyip and othe rmake money online discussions. I do adwords and ads on yahoo and msn already.
I agree that money can do any thing , buying banners , put your ads in the site you like , or hire someone to promote your site .. you just choose what is more suitable for you .
The usual: social bookmarking, article marketing, blog posts, etc. Several of these services can be bought here at DP (in the BST section) if you don't have time to do it yourself.
Pay an SEO company a few thousand dollars, or spend a few weeks reading on the forums here and do it yourself. Advertising doesn't have a long term effect, but SEO will have a long term effect and is more of an investment. You can mix SEO & promotion (press releases, paid links, etc) and get good results.

There are web hosting companies paying a whole lot more than $11.00 for a single customer. If it's a business web hosting customer, they're worth more than $11.00.
