Technically speaking if you go to your local bank, you should be able to get a VISA, Mastercard or American Express Credit card which can be used internationally. There is no country call 'international' and all credit cards are issued locally to that particular countries' residents. That way you can pay your credit card company for your purchases and can assist you locally. Besides that way they can verify your income status and creditworthiness to determine the credit limit and whether you qualify for the card.

" - eddy2099 but my county their are some restrictions 1. have to 1000$ balance 2. have to foreigns visite expriances 3. why i need the cards who i am !!! have to answer ! then you can get a international cards can be used in website purchasing otherwise the card they issuse we can use it in locally in ATMs!!
Talk to your bank. First you should have an account to ask for VISA/Mastercard. Any credit card with VISA/Mastercard logo is known to work internationally. Be wary of cards issued by third parties other than true banks.
I have a debit card with VISA logo issue by Standard Chartered Bank I can use the card only local ATM booths On that card typed Only Valid in 'Country Name'

Yes That it problem with some Cards. Some websites are not accepting credit card issued from my country.
I am not from Pakistan but when I checked Standard Chartered Bank Pakistan Website, it appears that all the credit cards they offered are for global usage http://www.standardchartered.com/pk/cb/creditcards_loans/creditcard.html Same thing goes for the Citibank Credit Card http://www.citibank.com/pakistan/consumer/personal/crdtcard/clr_features.htm . They can be used globally. I see that Citibank even has an e-card http://www.citibank.com/pakistan/consumer/personal/crdtcard/ecard_fea.htm which is just made for making purchases on the internet. I don't see anything about them being for use locally. As for the currency balance, it seems fair. Each country has their own criteria for issuing credit cards and in Singapore, where I am from, you need to have an annual income of at least S$30,000 before they allow you to have a card amongsts other criteria. Of course if you are talking about those Debit Cards or ATM Card than they may be more restrictive.
No. Actually credit cards of Standard Chartered and Citibank are for global usage. BUT when i buy anything online, mostly websites says "we are not accepting credit card from Pakistan". Ofcourse these credit cards are for international usage. But i don't know why they can't accept it. That's why i am looking for any credit card that can be use without any region criteria. Is it not possible to get credit card from USA online?
Well then this means that it has nothing to do with the credit cards but rather your mailing address or IP which causes you to be blocked. They could be blocked because of the higher than usual fraud and other activities coming from your country. If that is the case, just being in the country you are in is probably the reason of the block. Most online stores I know will pair your address, credit card address and your IP to determine your location so probably what you plan to do would not work.
As far as I know your country's local credit cards as long as it has the master or visa logo you can use it internationally.
