there are high pr pages which accepts donation. you can search google to find these types of web sites
An interesting tactic that worked with my blog was to get the BBC involved. Basically, they were looking for bloggers for their local tech show, I threw my name into the hat and got an interview and a linkback. Okay, the page itself wasn't PR8, but just the fact it was associated with the BBC meant that it gave me some nice google juice. The link is gone now (did blog about it). Okay, if you're not from the UK, it's a bit difficult, but try having a look around local news agencies, and build links from there.

I'd give up on PR8 and focus on more realistic goals. Links from PR4+ sites are well worth having, and are much easier to obtain.
You should be extremely talented writer, and submit your story to digg.com If lucky, it will get yourself organic links from high pr sites.
