hi Sandbox is not made for those who don't try to cheat search engines in order to place well, is for those who cannot respect some simple rules.

Sand box is a filter to examine a new site when it rise in popularity. have anyone seen sites launched by yahoo MSN or AOL going in to the sand box. They have traffic to verify their position in the search engine. And those site who don't have this falls in the sand box
It depends on how you look at it. The term sandbox to me is just a nice way of saying " hello, we recognize your website for this word, now please kindly go take your seat on page 5; between the 40th & 50th search engine result." ~ its a penalty for being new IMO. I love it though, it keeps SERPS clean and its job security for SEO's and thousands of people in India building links for American firms.
It's in a way a penalty if you look at it the other way. If you apply SEO to your website really fast, your website might end up in sandbox. Don't be a chump, be wise when using SEO techniques.
If you make a new site Google puts it in a filter for couple of months to counter black hat SEO sites popping up.
It's not necessary that every website get sandboxed if you follow the proper seo techniques and avoid the black hat seo technique, your site won't be under sandbox effect.
EVERY site gets sandboxed! Unless the keywords are too uncompetitive for anyone to care. If what you say is true, you pick and register a NEW domain name, I'll pick the keywords, and see if you can get in the google top ten within 3 months. I wager $100 you can't
its not a penalty, its a Google REALIZATION and an attempt by Google to get more relevant content up there.
They're attempt seems to be working very well. They've got some brilliant engineers working there. Recently I listened to a cool podcast with with Amanda Camp, a software engineer at Google that helped design the sandbox. I noticed she called it a "Filter" and stressed the point that IT IS not a penalization. It's kind of like beauty, it depends on how you look at it. Some people call it a penalization, others call it a blessing.
The thing about this is that if there is a big corporation lauching something major then they are going to get links really fast due to press releases, people linking them to automatically, etc. You can really stop the speed that your sites backlinks can spread on the web. It's impossible to stop.
Who told you that? Give me a site and I challenge you it will not get sandboxed, in fact will be in SERPs within a month. Sandbox is not a penalty, only you need to know how to tackle it. And that needs expertize.
