Yes sure. You can send money to your wife in India through your indian verified paypal account using Xoom without any problem. But for that you have to select courier delivery or bank deposit as disburshment method. Don't go with pick up method otherwise they cancell your transaction.
If you go for transfer funds India to India then no. They only allow bank deposit and check delivery at your address option to you. Pick up is strickly prohibited for India to India transfer
Ok.. How much time it will take to come check in my hand and bank deposit? Do my bank account needs to have Internet Banking activated? In which currently they will give me a check?
You will get your check within 4-5 days max and bank deposit in 3-4 days max because its your first time transaction with them after that you will get quicker then this. No you don't have internet banking activated (not required). They send you check in INR.

I have tried xoom twice to deposit my paypal fund to my sbi bank account but both times the transaction cancelled. When I called their customer service, they were unable to site any specific reason though they said that intra-india transfer is allowed when done via dd or deposit & also that the sender's credentials need not match that of the recipient but obviously recipient's name & bank account details should be accurate. In fact the person over phone said that he can't understand why some people foolishly say that the sender & the recipient's name should be same because xoom is for sending money to your friends & relatives and intra-india completely allowed (except pick up) in accordance with RBI rules. But I still can't understand why my both of my transactions were canceled. They also said me to call their us based verification team (they believe that the transaction was canceled due to verification problems) which i can't afford. Then I found out this para from xoom's TOS : 6. LIMITATIONS OF SERVICE Transactions may be delayed or otherwise restricted as a result of verification procedures, validation of Payment Source, attempts to contact and locate your Recipient, currency availability, location hours, and efforts to comply with applicable law. Notwithstanding the foregoing, you may be entitled to a refund as expressly described herein.
