I have a Paypal account that I gathered money in from trades.

    1) I do not have a bank or a credit card added to the account......
    2) I want to be able to send money out of my paypal balance into other peoples accounts.
    3) I live in the US

Now some people say I can get a vcc and add that to my account then I will be able to send money out of my account.

Some people say I can use a vcc even though I live in the US.

Others have said that I have to live outside the US to be able to use the VCC and send money out of my paypal balance but it wont get you verified and its risky.

Lastly people are selling bank accounts here, and they say that thats the safest and it will get you verified in the US.

Which out of these are correct? Please dont comment if you arent sure!

Seriously speaking, you should just contact paypal directly and asked them what you asked exactly here because they really have the final word. We are not from Paypal and we cannot comment for them.

Typically if you used a VCC or a 'bought' bank accounts, you are just playing and tempting fate. People who used them just have no regards for the rules or the law, they assumed that as long as they are not caught, it is alright to do.

Think about it this way, what is the meaning of 'verification' or 'to be verified'. From my understanding, it means that the party involved is able to use an independent means to determine who you are.

How do you get a VCC anyways ? You basically forward a few dollars through e-gold or some other means to someone and they provide you with a set of numbers and an expiry date and thereby give you the expander use number. That VCC generally is not linked to any person name, address or country. You can put anything you want and the VCC works. Think about it, does it actually get you verified ? Does it make you trustworthy ?

If you use a proper bank account or a credit card, the bank would have done some level of checks on you, at least to determine who you are and may go to the extend to determine what you put in the application as true.

As far as VCC and all the non-bank issued bank accounts are concerned, they may work but they basically defeats the purpose of verification and why they need to do checks anyways.

Since the VCC are issued without verification, you could be the world's most wanted crimminal and yet you could obtain a VCC and pretend to be someone else since the one who sells you the VCC does not do any checks on you. When you signed up for a Paypal account, you can sign up as anyone with any address to before verification.

Don't you honestly think that using a VCC is pretty much as just good as not using anything at all.

If you are in US then , the best way is to get a bank account . If you are a US citizen you will get easily and then add that Bank account to your Paypal. Dont run behind VCC if you are in US because Paypal moniters every US account.

I think being in US its better to use Bank account and to increase your limit you can just add your debit card. You dont have to add credit card to enroll in expanded user program. You can have unlimited limit even by adding Debit card .

I've been using Paypal for 2 years with my trade/sell business. I had a legitimate bank account added and I was verified. Paypal locked my primary account for selling Steam accounts. My only bank account is tied up with that account, and since I'm 17 its hard for me to just go and signup for a new account. If paypal is going to be a bully and lock up my account with my bank details stuck on it, I believe that its ok for me to verify my account via a vcc or sold bank.

Do you actually know that you are already breaking the paypal terms when you signed up since you would have agreed that you are above 18 years old. You will really need to follow Paypal terms closing if you want them to be nice. You break their terms so don't break anymore.

How can they be nice to liars ? If you broke your side of the contractual terms, just accept the consequences.

I was in the same situation, fortunately for me my parents understood and got me an account. This is what you need to do. Tell you parents what happened and see if they will close it and open another. Or if you don't think they will help you out there. See if they will open a highschool checking account for you, tell them you want a debit card to make it easy on you, and tell them they can set limits on it (i believe). If you already had a checking account. Tell them you want to open a savings account so you can earn more interest than your checking account.

Also I do not know if this will work, but maybe you can purchase a prepaid credit card at the mall and use it to verify your account.
