What is the reason for this?

On a regular basis I get spam to my blog in the comments that looks like this

Why do they do this? I've seen blogs where this junk was left on it an the person left something like this repeatedly.

Is this just a test to see if I am moderating the site, or is there another reason?

It's an SEO bot, it posts a random gibberish message and looks for 2 things 1) that the message goes through and gets posted and 2) it checks the link and sees whether the site has nofollow on or not. If it detects nofollow disabled it will post a spam message or keep it in a db for the seo spammer to use it later. They're worried about leaving their real domain in these test cases because they don't want their site to be added to the spam filters (askimet) cuz then they'll be banned from not just 1 or 2 sites, but anyone using those plugins.
