affiliate program, video download, suggestions

I have a site for download videos, type youtube, google videos, etc... The language in the website is English. I was rejected by google adsense for reason of illegal content. Which is Affiliate Program that they recommend?

I wouldn't think much affiliate programs would accept sites that take part in legal activities.

Really also I thought about this. But I have seen many sites the type and with advertising of google adsense.
For example:
videodl.org -> google adsense
vixy.net -> adbrite

How it is that this can happen?

Somebody knows some affiliated for this type of sites?

The nature of the ilegal content is youtube download videos. I don't know until point is illegal, but assumes that it's.
