I don't think that you are understanding your budget in relationship to what you are asking for.
Maybe you are looking for dropped domains, or domains about to drop.
That may get some better responses.
$19 for a good SEO domain, that is in existence, with PR, or a website, is not realistic.
Even here.

Well why don't you try to think of a domain and try to check if its available or not. You will be surprised that there are several good domains that are still available.

 

True...Just keep at it with godaddy or domainsbot or pcnames.com.

I really do not mean this to be mean or offensive, but you are not offering enough of a budget to get anything that is not starting from zero.
SEO is a very sought after, and competitive industry.

Starting from zero is not all bad, especially if you are learning as you go. If you spend time, and participate you can get PR. and you can build the links that are relevant to you. With just a little attention you can get to PR 3, by the next update (After this one)
But not many people will part with, even a crappy, SEO , aged, PR'ed, .com domain for $19.

But a dropped domain, or one about to expire, may very well be possible to pick up, but you have to be diligent, and act quick, and you may be able to find one with PR that way.

I don't do much with picking up drops, but, There may be some members here that can help you with that. I see posts all the time with "Dropped Lists", and the person is just looking for reps, or a few bucks for their trouble.
Just keep you eyes open, and if you can throw a few more bucks on the fire, that may help

Hmansfield is quite right, better be on the look out for domain names that are dropping and have some PR.
