Will 9 year old girls ever be safe under Islam?

To come to your question, yes and no. Depends on the country. But again it's not Islam's fault. It's all about people understanding Islam wrong or people at high religious positions teaching Islam to its followers wrong way or the way they want.

Not even close to true, In the Roman Catholic Church the sacrament of confirmation(where you decide for yourself if you want to be catholic) isnt until 15-16.
