SEO it. Keep concentrating on content and inbound links. Look around to see if you can get the word out a little more while your waiting to see ranking results in the future.

For a forum you really need to get some posts up. Even if people come by the site, no one wants to hang out at a dead forum. Also, the more posts you have the more content your site will have, which will eventually equal more traffic.

There are forum posting services available online. If you can't afford them, make a few dummy accounts and start some threads up. You should also be acquiring some quality backlinks to help boost you in the SERPS.

buy sponsor links and directory submission are good for pagerank only,
you can do is that forums and blogs for free advertisement because you don't have any budget.

You can get some people over in the content creation section to post on your forum, but you will have to pay them, most only about $0.15 per post or less. This is a good way to get it going!

Good huge forum's content eventialy drives many visitors to the forum from search engine (even with small PR or PR = 0). But for forum to become a famous in the Internet it takes more than just one year. I advise to moderate your forum frequintly and visitors will come to you.
