VCC is usually sold as a tool to trick Paypal and eBay verification process through this one-used tool. VCC are usually sold to anyone without the need to verify one's identity. The VCC is not linked to one address or country or name. Paypal and eBay requires a bank-issued credit card because Banks would do their background check on you before granting you a credit card. If your identity does not check out or you have a bad credit history, the bank has the rights to reject your application. Paypal uses such intensive verification done by the bank so as to ensure that their members are clean and honest. VCC used destroys that environment by allowing non-approved persons to have paypal account such as under-aged persons, people with shady intentions, people who are not from paypal approved countries or even people who are just plain dishonest. The VCC is like using a fake passport to enter a country.
VCC are quality, i keep getting paypal accounts and not verifying them but i keep getting them frozen once the limet has been broken. VCC's are great
May be they do in the USA but they certainly dont in the UK. Also dont believe all the claimed checks, in the UK at least address checking is very flaky and so whilst many places claim to do it the actual number is much smaller
