This is not worth. You just have an bad and spammy link profile. Nothing else. I would say if someone submits one site to 25k directories, that site will not rank on google. Because of bad link profile, lots of duplicated link descriptions and the same anchor text.
25k is a lot of directories however realistically you need to remember that he probably started the list quite a long time ago, hence those that were originally free probably won't be... 10-25% are possibily still free though... as for the 25k - Directory Critic charges $30 for 170 so that would work out to roughly $24,990, perhaps a round down to $20,000 due to the quantity. The mathematics, pricing and time required for such a project just aren't plausible!
Maybe you can visit google sandbox with 25k directory.) Also this must not be a guaranteed service, and also this must be a expensive service. Even so, sounds great.)

I have this service with 3 different companies. Last deal was $49 for 500 manually submissions, with 7 days to complete the job and to send the report. Serious services are charging 0.07-0.14 per submission. Go figure for 25k . Maybe during 12 months it's possible to complete a 25K dir. deal.
Just don't make the price very little if you really plan to do it in real professional way with care, reports, ignoring bad, reciprocal and paid. You may think cause you provide huge list of dirs and want to make it cheap cause of big number... but you will find out that all grunt work (not just submission) will eat additional time. $2500 is the lowest you can go and will do this during year I think. I really don't believe in anything below $0.1 and it still low, cause it's not just click click If someone make it $0.5 and below try and see report and how much actually approved and in which dirs. I saw 3000 for $60 or even less Which in best case is $2 per hour which they can make easily in Macs in 3rd world but not doing such hard work as submissions sitting days and nights on PC.
How much would you charge for this service?... is the key question. I think people would definently want the service if you could do it.
