You can't tell just by looking at a link how strong it is, but after a while you can get a feel for it. You have to look at what links in, what other pages it links out to, and the number of links on the page.

Often times when you see someone selling links, what are doing is PageRank Arbitrage... the rent a few higher PR links and point it at a site to increase that sites PR, so they can sell links of it to other people. Due to Link Recursion Depth, and the fact that often times people will drop the rented links right after the update, the link slots that these people are selling are weaker than pages that receive their PR from a wide variety of sources.

Link Recursion Depth is also why many times a homepage link is way more valuable than an inner page link, or why on most site sitewide links add very little additional value. For instance, say that most of a sites inbound links are all pointing at the homepage, and that homepage becomes a PR7 on the next update. It may be that the case that the PR7 is strong enough so that all of the pages one click deep all become PR6. In most cases like this, as long as the pages are not overloaded with links (and it doesn't take many to go from "reasonable" to "overloaded"), 2 clicks away from the homepage have a decent chance of being PR5, but in some cases, if the PR is strong enough, you will get PR6 links two clicks deep as well. In these cases, the 1 click away PR6 would be a very strong PR6, whereas the ones 2 clicks away would not.

    Make sense?

yes, make some sense. how to know a page is 1 click away or 2 click away?I guess backlinks is pr 7 then it is 1 click way.
if backlink is pr 6 then it is 2 click away, right?

No... it has nothing to do with that.

If Page A has a link to Page B, then Page B is one click away from Page A.

If Page B has a link to Page C, then Page C is one click away from Page B and 2 clicks away from Page A.

"Clicks away" refers to the shortest amount of clicks it takes to get from one page to another. In terms of the web it is how you measure distance between pages.

    very clear. thanks.

any tip can distinguish if a pr6 is strong or not?

my homepage is pr3 but most of inner page(1 click away from homepage) have no pr. just 2 inner pages have pr2. does it mean my homepage is weak?
