This is not really a spam, but a business proposal, may be unwanted... You delete the PM and give him a red rep (Although, it would not be fair) and ask him not to send you anymore PMs..
Just delete them, I get a few here and there. If you are not interested, write them back and tell them not to send them anymore. If someone sees you are looking for links they are offering you a service, it is not a big deal, that is why they give you a delete button.
Please put the entire message "with quotes showing his DP id "and then post it here and report the post to Mods and he will get minimum of 5 infraction points. this will teach him a lesson. KS
This is a forum where webmasters network. A PM from someone offering something I was interested in elsewhere wouldn't bother me in the least. I've never understood why so many are quick to try to ruin someones business over small things.
Most of our PM's are busy enough without having people send us offers. Its like receiving post in your letter box for great offers at the local shop that you didnt ask to receive. Dont PM people offers unless they asked to be PM'd.
what i think is a simple warning will do everything in this case moreover i dont think that was really a spam you can say it a business proposal as getjimmy mentioned rest up to you have a nice day ahead gaurav

if you would have mentioned his name earlier i dont think that some of those who had given bad remarks would even think about those kind of remarks he is a good guy and i can say this coz i have read his posts gaurav
