Can't Issue a Refund for Submission Fee

    I received a submission for a listing in mid May @ eWebPages that was not accepted. We attempted to refund the submission fee several times, but receive the following error:

    So, since the person can't receive funds I'm unable to process the refund.

    Anyone else face this issue? Maybe Paypal will reverse the payment if he files a dispute?

    seems he was banned from paypal or something.

    Never heard this one before. I guess the only thing that you can do is wait for the submitter to contact you about his submission and then try to work out things from there.

    I think the same here.... and maybe Creed, you should try contacting the person urself as u may have his email address that was recorded at the time of submission, maybe that helps?

    Yes, i have had the same exact issue.

    Paypal tells me that their account is unable to accept the refund, so I've sent an email on two separate occasions to which I was never replied to. =/

    I've contacted PayPal to see if they will reverse the transaction, but somehow I have a feeling they'll send me a tutorial on how to process a refund. :rolleyes:

    Well, not speaking for anyone else other than myself, I'd prefer that the refund was sent, since the listing didn't get accepted. (I am more than certain creed has the same values)

    yes happened to me ... but turned out the person was banned from paypal !! so i got that money which was $4.95 :)

    You can only do your best, in the end send a final email stating that when they resolve their issues with Paypal or have an alternative setup they should contact you regarding the refund and it will be proccessed quickly.

    Paypal can be like most relationships, the best and worst of times...I have done over 1,000 transactions with them over the last 6 years and have had some major issues with some of their wacky policies but truth be told they are pretty darn reliable.

    We've already sent the submitter an email explaining the situation and asked them to contact us once their PayPal issues are resolved.

    correct me if I am wrong, but the case maybe, that the submitter paypal is allowed only to spend payment, there are some cases mentioned above that submitter was banned from paypal, but also the case that the country where the submitter only allows spend, not recieve might likely the case. so credit card refund can take place.
    this is only an idea, not sure though

    Its because when a paypal account gets limited for something against TOS
    The limited account cannot receive or send money. They block transaction for 180 days.
    Try contacting the owner they may provide alternate address if they are genuine.
