From my point of view I think that

<title>Passwrd.Info - Password generator is the right way to absolutely safe password!</title>

    is better then

<title>Passwrd.Info - the right way to absolutely safe password!</title>

I personally think that the "How to Use" section should be above the tools. It is kinda a pain in the butt to scroll all the way down to read instructions, and then have to go back up to actually use the tools. I think your header graphic is awesome and really sets the tone!

I find the header design a bit confusing.. for the lower part of the site, try looking for a nicer icon design (iconbase.com has several free ones) and incorporating more color into that area.
