    Is that Adsense or Adwords?

It is not available to everyone, but some people are able to beta it, this has been confirmed by Google.

This is VERY good news to publishers.

Next I hope google comes out with a way for either us or them to track and refund invalid clicks.

This would definitively be a good option for us, the publishers.

Sounds like a useful way to protect one's adsense account. You know, I had always thought it would be fine if someone decided to use my adsense code and make me money. My trust in human beings and my naivete is showing...

Yep, a lot less banning for "invalid clicks" that way.
I know many publishers who did NOTHING against the TOS, and yet were still banned.
