Demosfen misses the point. When asked 'does congress suck' most people -always- say yes. When asked 'does my congressman' suck most people -always- say no. So, they put the blame on someone else's congressman. Its been like this forever. The re-elect rate is something like 95% each cycle. Until that gets lower, congress will always be the same.
