Paypal is up for me here. Maybe it is your internet connection.

How are you losing money ? Did your potential customers email you that they cannot purchase from your side ? Most times sales is cyclical which means that there are good times and bad times.

It's OK here.Even if it's down,i don't think that you are going to lose any money.Don't worry. The payments are still going.

it was down for about 20 min or so. when visitors to my ebook site try to checkout using paypal they got a "site down" error. Buying an ebook is an impulse thing, most people wont return to buy when paypal is back up.

korzon that is true but what are you going to do about it? There is nothing you can do. If you want full control get your own merchant account and do it that way. Paypal wont do anything for u

nothing to do. They may have high transaction fees and downtime but if I used anything else my convertion ratio goes down.

Why do you think that they have high transaction fees ? They offer the lowest rate for credit card processing in the industry.

What you can do is provide two options, paypal and another backup just in case paypal goes down. 20 minutes downtime would probably not be really that huge an impact on sales unless you are doing at least 1 sale per minute. For that, you should be able to get your own merchant account.

I agree if you were affected drastically by 20 minutes of down time then maybe it's time for your own merchant account? Or at least maybe Paypal and credit card option.
