Doesnot depend on the Site TRaffic because site TRaffic is depends on ranking of the site and competition for that particular keyword in which your site is appearing . And PR depends on the Quality and relevant links collected according to Google algorithm and strategy...
better have a good quality back link to have a PR and also better get some traffics... you can do it mate

No, no and no. PR isn't affected by "unique content", "seo factors" or "traffics". Also, the quality or relevancy of a link doesn't affect PR. All of those things certainly affect how well you'll rank for a given phrase, but they have no effect on PR. PageRank is simply math. Period. Essentially, it's the sum of the PR of pages pointing to you, divided by the number of outbound links on those pages (keeping in mind that toolbar PR is not real PR). That's it - nothing more, nothing less.
page rank is only related with the backlinks. you need backlinks from high page rank web sites to get a good page rank
