Directory Setup problems

    everytime i upload the files to the ftp i get this error message

    Fatal error: main() [function.require]: Failed opening required 'libs/intsmarty/intsmarty.class.php' (include_path='.:/usr/lib/php:/usr/local/lib/php:/home/weblscom/public_html/phpLD/') in /home/weblscom/public_html/phpLD/install/index.php on line 24

    can anyone help me?

    Are you sure that libs/intsmarty/intsmarty.class.php is in the folder libs/intsmarty/? and does it have the correct permissions (chmod)?
