He means he got referrers from Mountain View, and since google is based there, he is asuming it was Google staff visiting the site. It could be, however, MountainView also has residents living there too, I believe. So it could be that it was a resident, but more likely than not, it was probably Google staff.
TBH, If you're using Analytics, you're probably better off searching for Google Inc as beng the owner of the network (attached)... ...But then again, I don't think there's anything all that suspicions about people who work at Google looking at web sites!

In actual fact, it was most likely Google. They do check sites from time to time to ensure sites are compliant. When they send people emails about violations, surely they check sites before sending such emails.
