Well, firstly there is no reason why someone would keep their account unverified unless there is something fishy about their identity.

Secondly, if I am not wrong, using Paypal for a Money Service would be deem as being against their TOS.

IMHO, do it only if you want your account to be limited.

no problem in that verification does not guarantee no scam or problem.

Well, the thing is that Paypal never intended anyone to remain unverified for more than a few weeks. If someone remains unverified for long then they have something to hide or are breaking some kind of Paypal TOS which may in the end which may mean that their account would be seriously restricted in the amount they can sent and also have a higher probability of being limited. Once that happens, if I lend them the money, I would probably not see my money back anyways.

Besides, isn't it against the Paypal money to use it to do money services ?

Verified or Unverified, I would not lend anyone any money because I am not one who go about breaking rules for whatever reason.

If you want to borrow money, you can do it with someone you know you for years.
