I noticed another site is an exact clone of my site. They achieved this using frames. Could this hurt me in the search engines?

Depends on how old your site is. If it is old and fully indexed then you don't have a problem. If it is new then yes it could definitely hurt.

Due to the use of frames doesn't Google realize what the source content is though?

im not 100% sure on this but frames dont really get indexed properly by SE's so i dont think it will harm you too much but you could email the person and tell them to remove it

    Is it frame or iframe?

do a site:website.com and see if any of your pages are indexed as their content thats the quickest way. If its indexed as theirs then you could have a problem.

It will only hurt you if their domain is older and more trusted or if Google spidered their content first, otherwise Google will know that your page was the first to contain that content and put the other site into supplemental. If they have just copied the code and not the content you will have no problems at all.
