If you're new to designing you could try Paint Shop Pro. Photoshop is much better though, but it requires some good designing skills. I wouldn't recommend any other programs cos they will give very ugly non-unique graphics. And if you don't have any designing skills at all, I suggest to pay $5 and get someone to do it for you. There are many guys in the BST section who make custom headers for only $5.

Yep, Photoshop is the best...if you know how to use it. But I'd go with Paint Shop Pro if you have little technical skills...it's a great [and fairly user-friendly] program to get you started with designing graphics. Some free graphic design software are the GIMP (like bochgoch said) and Paint.NET.
one of my tips is...pay some money about $5?Post a new thread and ask for the designers here who can make the banner you want for $5..it's easy right?No need to choose the best software to create those banner..If you want to..I definitely choose Adobe Photoshop or AI. just my tips
Photoshop is the best! just start playing around with it a bit and you'll learn everything about it soon!that's how o learned! didn't know you can run GIMP on Win too , though it was just for Linux!

there's also paint.NET which is a free alternative. www.getpaint.net it has basic layer support as well as some built in filters like gaussian blur and others. it's definitely a step up from the original paint so be prepared. if you're serious about getting into design though i would suggest photoshop but i don't advocate piracy in any way. at $650 it's well worth it from a professional standpoint. if anything im sure you could pick up an outdated version on ebay for you to learn with and get familiar with it. decide if you really want to spend the money on it.
Well, it was. I only saw a demo version of PSP 7 a while ago, and it looked like a 'Photoshop lite' version, pretty cool and very nice price. But from what I've heard, since version X they have changed some things and are selling it as a photo editing program.
