Can provide and has experience with load balancers (virtual-IP based, not DNS based). 3. Will be willing to retain a customized image and build new servers using said image if the volume is high enough (the image will be of nodes in a clustered application). 4. Can provide burstable bandwidth and charge per GB (not more than .50$/GB). 5. Has strong backup infrastructure to support dedicated servers. 6. Provides 24/7 support (with an engineer at the data center) These are the main requirements. Spam me.

If you're really looking for something crazy like this, Amazon's Web Services EC2 and S3 sound right. They're load balanced VPS on cluster like, you get root access and all that good stuff, your service will prolly not go down (unless Amazon goes poof) aws.amazon.com/ec2
I was actually looking into that but it's in beta now. Also they are missing a lot of features such as the ability to reserve IP addresses in advanced. Not only do you have no control of the IP address new instances get they may actually receive a new IP after a reboot.
