many people break google TOS , they can be banned and thay can't be banned. any low in the world can be broken.
It's funny, Googling the forum name brings up the exact URL...Despite this Yeah I'm sure he knows this is against the rules, whatever. I've seen worse, such as cloaking content for people with IE having a huge block-your-screen window telling you to download firefox (with a referral button).

I would tell the site first and if they don't change it within a few days, then contact Adsense. At the end of the day he is loosing advertisers money which in whole makes Adsense have less advertisers and then less earnings for us.
Now the box says - "Visiting our sponsors Take a moment to check out our sponsors. You may find some cool stuff that interests you. Enjoy your new theme or software." Stiiillll not going to cut it - "calling undue attention" comes to mind.
You are encouraged to do so by the same google. If you like the software, why not tell your visitors to try it out? I think the WP extension you mention is a nice thing, you target IE users and tell them to try out firefox, why not? On the other hand, asking visitors clicking on google ads is completely against TOS and makes life harder for us publishers going by the rules and, of course, the advertisers. But we are talking about two different things here. -- edit -- I just read better your post. You say "huge block-your-screen window" so I guess you are not referring to the WP plugin, but I guess you mean it is something blocking completely the website to an IE user, in which case you are absolutely right.
