People even dont read the submission guidelines on Submit page, so chances of getting it read on another page is more lesser.. Keep them on the submit page
I have the submission guidelines on the submit page right above the form fields with only around 9 guidelines but a percentage wont read them. I do read guidelines myself, i tend to scan, im waiting for my eyes to pick up something less regular in the guidelines. Its an awkward situation, if they do read it slows them down slightly, if they dont read it may be a wasted submission altogether on some directories. Not sure if there can ever be solution for this, its like forcing someone to read a whole newspaper when their only looking for their daily horoscope. They do say that people dont read on the internet anyway, they just scan, i guess keeping the submission page clean is something that could help, keep their eyes from wondering, maybe also make submission guidelines stand out without blinding them.
actually i do scan through the guidelines if its on the same page as the submission fields but i basically only look out for a few things too bad i missed the offer though
Most people doesn't read the guidelines. But this happens with all kind of sites, not only with directory guidelines. IMHO your guidelines are so long. Most of the people will get scared and won't read them Just try mantain some basic guidelines at the submit page. And remember: on internet people doesn't read big amounts of text, just scan text fast to see if they find something useful. I have a little advice for you: add a "yearly" word or "annual" word near your prices, so people easily will see if the price is permanent or yearly.
My guidelines are extremely visible, yet many people do not read them. Even the text which is right by $9.95 pricing option that they need to select, many people do not read. This is for official site name, yet many people stuff as many as 5-6 keywords.

Thanks for the feedback. I guess the heading on the submit page may not be enough to determine that the fees are annual.
