The biggest aspect of SEO isn't the on page stuff its the off page stuff. You need to get lots of other sites to link to your pages if you want to rank highly. Try learning about link baiting and social media. I will be publishing some tutorials on my blog about this stuff next week.

MUST be related to site/keyword you're targetting high ranking for. But then it must also be "non spammy", no "keyword stuffing" and similiar. Its like a balance...between "relevancy" and "spammy"...not too much, just "enough". You can also look at high ranking competitor's sites and see what theyre doing.
