Serious Copyright Question

    I recently punched my URL into copyscape and noticed that another site actually copied my content word for word. I did submit my writings to ezine articles, which is where it says the articles were taken from. Is this person who took my content at fault for his action? Does submitting to ezine make a writing available to the public? Is there anything to gain financially by taking action? Any help at all would be appreciated.
