I look also at: -quality of backlinks -how many ads are on the directory? -are backlinks to the directory increasing or decreasing (is the owner working on it or not? )
Good point, but who knows who is behind half these directories, everyone seems to go under different names? Who knows who they are kind of thing, history is probably a good thing to go by, the history of a directory owner I mean. PR, Alexa and gimmicks are a waste of time as you probably know.
Directory owner is important because his/her deeds in past will define the future of the directory s/he owns. Its essentially the owners credibility and his/her approach in promoting the directory. I am not clear on your second question
