step 2 is unnecessary. step 3 through 6 are variations on the theme 'build links'. Try to get links from topical and local directories first. Those are the basis of any links your site should have. Pay yahoo for listing if the site is going to be highly monetized (in other words: if 300 dollars seems worth it potentially).
Wise advice kh7. In addition to what he said, step 6 is a bit broad. If you have to buy links, do so in a diligent careful manner. Buy quality authority links, and most importantly relevant links to your websites subject.

Though I am beginning to get disgruntled =( I've got great seo, built many backlinks up, have the perfect domain name for my services and what people will search for, and now i don't know what to do next they just don't seem to want to index the site, my last one is no where near as good as the new one yet it got indexed on g's page one within a week.

why automated submissions ??? I dont understand. links from social book marking sites can give you untargetted traffic, but SE's take these links too lightly.
How long have you been waiting now? And is your content unique? In competitive markets it can just take a while to be taken seriously. Also, now that you think you've done everything right, check out what the competition is doing - they just may have even more links up.
you missed the first checking of pre-analysis of site and the most important keyword research. Search engine submission is not necessary whereas directory submissions are must. Rest all is fine.
You don't understand - precisely because automated submission to search engines is really no longer part of the process. The original poster did not mean submitting to social bookmarking services, but using online services which promise to submit your site to all 1000 (or so) search engines they know about. This is useless in various ways: we all know the top 5 search engines, they deal with 99% of the traffic (or something) together. It's also useless because submission to the search engines may get your site listed, but even that's not likely in google. But it will certainly not get your site ranked for any reasonably competitive keywords or keyword phrases. submission to search engines may have worked in the 1990's, but it certainly doesn't work now. Social bookmarking is another story - it's sort of the way to get search engines to notice your site quickly now. But you are right, it will not help getting your site ranked quickly. It will give you some free attention from people, that is reasonably targeted.
