I have been working on my Quality web directory from long time and i an not interested in making quick bucks but want to make it a real quality directory, But i need to know what all i need to make this directory a good directory with long future. But i need to know how can i get a PR5 minimum with the lowest investment because i dont make money from directories and hence i fear to invest into them too. Help me out with your suggestion.
Lets assume less budget here. (Please don't take it the other way, I just mean to give an example) I would request you to assign unique description and meta tags etc firstly for all Top Categories to avoid supplemental results and better indexing. Try releasing free template for natural backlinks. Try getting some PR5 & a PR6 if you can! Submit to hell lot of free directories. Add more content on your site, create more sections like articles or blogs, check our buddies Gii... trying going to content that way. I am not some Top Notch.. feel free to ignore my comment!
For getting PR you will need atleast some PR5/PR6 links.. The only way to get natural backlinks is provide some unique features on your directory. Otherwise you have to spend some before you get much
Are you a designer? Deisgn some wordpress and phpld themes and get them coded (well,learn it yourself) and then release them for free,you'll get a decent PR then.Make sure the templates are quality ones.
Submitting to free directories won't take you far...may be a PR3 or PR4. You will have to do some clever link buying to get to PR5.
Yes, submit it in a lot of free directories, purchase few cheap links, submit in cheap high PR directories like Directory Dream and on next update you'll get PR4/5 easily then you will start getting submissions and now invest all money back into promotion of directory.. Saad

It is not too hard to get PR3 with free directory links and it is even possible to get PR4 (might need a few paid links), but PR5 is pretty hard to do without an investment of at least a few hundred bucks, like some folks said it is possible to do it if you get people to link to you because of your content but that is a much longer proccess. good luck
