Exactly, Kerosene. People who blatantly rip content from other people don't deserve to have that content remain on their website. They should have asked permission to do so. Since it appears they failed to do that, it's only appropriate that the offending party take the stolen content down immediately.
Google would not take good care of those who steal your content. The most they will do is remove the offending page from their search database if you file a DMCA take down notice. Like DeniseJ says, anyone who blatantly steals your content should be dealt with and required to remove your content from their site. On the Internet there is no need for duplicate copies of content. A simple link to the original content would performed the same benefit to the end reader. Stealing other people's content is solely about trying to profit or gain advantage from someone else's efforts for one's own site.
