Let's say you are buying a domain from someone and the price is $125 through PayPal. Would you add the 4% fee if they didn't ask for it?

I'm assuming 99.9999999% would say NO.

    Thanks.

You assumed right (I think). No, I wouldn't add the fee. No one has ever added the fee when purchasing something from me

No, it should be clearly marked in the auction who pays the fees, if not, the seller should absorbe the fees

I agree with the rest. As a seller is is part of doing business and you accept that when you try to sell something. A lot of people will include that in the price they are asking.

when i sell names i make it a point to add the fee

this generally means that the buyer pays through paypal balance only and paypal balance is better and more secure than credit card as if there is any scammer then the case goes to paypal and they generally do not do anything as domains are intangible items. if it had been a credit card then the person can anyday get a charge back and paypal refunds themoney without any questions

To your example i would not charge the paypal fees, and i waved even more money in the past for cc processor or escrow fees, but generally what it counts is a clear deal

When they know it before the deal it's ok, but it's weird to see a surprise "bonus" on their final price

Usually the people who are interested will pay a few % more to get the name. When someone is on a tight budjet or a reseller tries to get the price even for few $$ less
