I am working on a new site and am keeping it offline for now because i still dont have Seo and all that good stuff and was wondering if my site is being recognized even though it is offline?

If you mean its stored on your local PC then no search engines will not pick it up.

If you have any backlinks. If you have no backlinks and never submitted your site, then Google won't find out about you.

As long as it is on the server the search spiders can see the site.

Search spiders are run over servers, they pick up webpages they find, and happen to crawl the links on the pages.

You do not need a link to your site a banner or whatever else is posted.

There is no need to wait and actually you are probably best bringing it online because the humans have to get to the site.

Part of the SEO scoring is the amount of human traffic to a website.
