I think you'll find that the US was a major source of funding (both official and unofficial) for terrorists far before 92 and after 2000. Right up until 9/11/2001 funnily enough Then America decided it didn't really like terrorists and decided to lecture the world

I think the point he was trying to make was that he appreciates living under the US shield. Why do you think Julian (gworld) is so outspoken on issues that would have others scared to talk about. He knows he will be safe while his buds do their work elsewhere.
