I am completely new to this game and on my site I have many pages that are PR4 and with no outgoing links. Is it possible to increase the PRs of these pages with Link exchange? How?

Some of the most common start up methods are:

    Articles submission.
    Forum Signatures.
    Directory submission.

It is easy to increase PR with link exchanges. Go to Link exchange section of this forum and post the offer.

Avoid exchanging links if you are new to this business. You will end up giving strong links in return of weak links.

You managed a PR6 without buying a single link.. hardly any member on this forum can do it. Your strong point is your content..I suggest you concentrate on it only.

Till now, links have come on their own and will keep coming in the future.

Sachin has an excellent point. The inbound links to your page came naturally. As such will have a longer lasting effect no matter how Google decides to shakeup its algorithms in the future. If your not exactly sure how to judge linking among your partners you might want to either first read up a lot about it on forums such as this or hire an expert.

But remember at the end of the day, content content content. Instead of filling your pages with new links you'll definitely get a higher marginal benefit from added new content. That will have a double effect; increasing linking and increasing traffic. Something that would definitely be on the low end when engaging in link exchanges is the traffic.

    Submit to directories
    Submit to social bookmarking sites
    Buy links on related sites

Also don't forget quality content will bring you natural backlinks.

    Hello,

How does building quality content bring you links?

Is the thought that people will be so impressed with the content they will place links to your site on their websites?

I myself have never considered placing a link on my site to another just for the sake of acknowledging the quality of their content. Does this really happen?

    Thanks

How can I increase my site Page Rank ?

    1. Quality, fresh and Unique Content
    2. Good internal linking
    3. Getting good High PR links (Both free and Paid). Get high PR pages link to you. Your other pages will get indexed when you have a decent PR on the home page. You should also work on that site map.
    4. Submit your site in the DMOZ relevant category.
    5. Try researching backlinks in Yahoo and Google for your competitor sites and try adding a link to them if free or contact the webmaster.
    6. Article submission is a very good way for good PR.

I just checked the back links for DirectoryDream.com if this is the PR 6 site you are talking about. The site has several links from other websites listed under Partners and Sponsored Links etc. like on all the pages of MaxLinks.org

Are these not paid links

Thanks for the clarification sachin. :)

@satishtalim, linking to other websites from your PR 4 pages will not help improve the PR of those pages. You can link these pages from your PR 6 site, and they should increase in PR in the next update.

Yes, as everyone is saying, i agree that you will need to have links with high PR pages, and its best if you have oneway links only.
