    I have 200$ and want to buy permanent links. My goal is make pr3 for my niche directory.

    How many link I need to buy.And how long for increase Pagerank form 0 to 3.

    I never buy link before.So I don't know any thing please help me.

    While buying links, follow some basic checks on the page where you are going to have your link :

    is indexed in google, yahoo and other key SEs
    does not have bad neighborhood, i.e. no gambling etc links...
    does have some PR

    Also check the backlinks to the directory where you are planning to submit your site.
