I'd recommend jumping over to www.earnersforum.com . They have tons and tons of good information for starting a new community forum and launching successfully. The owner has launched a few highly trafficked websites in a very short amount of time, as well as some of the contributing members.

Building a community forum is very difficulty thing to do. Installing a script is the easy part. For it to work the you need a community to begin with. No one want to join an empty forum. So how do you build a community from thin air? Some proven tactics are enlisting friends, posting as ficticious "posters", post exchanges, and payed posters. To good communities to use to help yours grow are AdminFusion and The Admin Zone.

i think people does not want to join an empty forum because of this you must add many pages before they join

to build community you need to create more traffic and more activities in forums. here are what you can do

1.start threads by yourself as much as possible, people will not go to empty forum.
2.hire some poster to boost your forums post numbers. Not really recommend but if you got a good amount of budget and sure you get a good and high quality posters sure it will help.
3.build more backlinks as much as possible. not for PR but for traffic to your sites.
4.do SEO for your forums to make it easier to reach by search engines.

any other to add? i'm tired XD

Yes, you could try finding posting offers here on the forum.
The usual price is about 10cents a post, with a decent amount of money you could end up with some quality posters, keeping them with you, by adding bonuses could really jump start your community.
