I heard many people say "don't over seo your web site". What does it mean? Is too many backlinks considered "Over SEO"?
It has more to do with on-page SEO rather then backlinks. Doing things like keyword stuffing in your content, in titles, Alt image text and that sort of thing. A good thing to do is check the keyword density for the top sites for your chosen keyphrase, average it then construct your page with a similar density.
You can get too many links too fast. Google wants to see 'natural' link building. It certainly wouldn't be natural to go from 0 links to 1000 links in one month, unless you are Microsoft starting a new site. Also, 'over seo' can also mean placing too many keywords on the page, too many bolded texts, too many <h> tags, etc. Again, Google needs to see 'natural' looking text. Especially since Google has been incorporating latent semantic indexing into their algos. There are other ways to 'over seo' a site, but the above two points come to mind first.

For me Over SEO is related with both on-page and off-page optimization. In terms of links, even if you do active link building, you need to keep it relevant, when you go for off-topic sites is when you start being in danger. SEO stands for Search Engine Optimization..essentially so that ure top in google and other search engines searches...
I've seen nothing what so ever to support that statement. Example, a Web Design company i worked for had top 20 placement for the term "Web Design" which has 1.13 billion results. Their backlinks were from sites they built and worked on and the niches ranged from Dog Food companies, to Automotive Tyres but nothing from other design sites. I also tested this again last update, i applied the most unrelated backlinks to a website i could possibly find. Result, it went PR4 and is still sitting at #3 for it's 47 million term keyword. Related is good from a visitors standpoint, however people that constantly talk of related backlinks are really only speaking on what they "think" should happen.
Over SEO on your site can make your site banned. Over SEO that can turned your site to keywords stuffing. Or having many links for a short period of time.

Not really. Heard of Social Media and sites like Digg? I've had an article that earned more than 1,000 within a month and I didn't end up in a sandbox, catbox, get banned, or drop in rank. Helped if anything. This is true. Also, don't just link to the root. The majority of links should be to the inside pages. Uh, no. Relevance helps for your co-citation and sorts, but it's a percentage that probably needs to be relevant. I've tried experimenting with this and have had success with pure relevance IBLs, semi-relevant, and just get anything for links. Probably more important things to worry about would be like looking at the page you're on. There are such things as bad neighborhoods, and if you're on a page loaded with PPC (pills, porn, and casino) links then you're probably in the wrong neighborhood. There are no white hats. What?!? That's right. SEO is about optimization, which is really manipulation. And that isn't anything a "white hat" woud be involved in. At best, you might be able to call yourself a Light Gray Hat. Anyone claiming to be a white hat just isn't being honest with themselves. SEO is about on-page and off-page optimization (READ: attempted manipulation of search results) in an effort to improve rank and drive traffic. Anyone still claim to be white hat? If you do anything remotely related to SEO you can't call yourself white hat.
yes i think buidling too much links is "over seo" especially when your site is new. your site might get flagged by the search engines. building links naturally is still the key to a good SEO.
