If you submit to a directory and the home page is a PR7 and the inner page that you actually get your link on is a PR 2 do you benefit from the PR 7 main page at all or are you only getting the PR2 link power?

You get benefit if the link has PR from the homepage. You need to check also if the directory is relevant to your site or you considered also the web traffic of a site.
There is more than just PR about established directories. Many of these are considered "trusted" by search engines and a link from such a site is beneficial, irrespective of what PR the link is of.
You should submit your link to even a PR2 link page if it can bring in traffic to your website. The sole objective should not always be to lin to get PR benefit as PR has no effect on the rankings unless it is optimized. Besides you should also look for your business objective which can only come if there are traffic to your site which will only come if you link to sites which can bring in more traffic.
Technically, a good PR in the homepage is attractive enough as the PR benefit rollover will be over a few updates... Personally i donot buy links if the directory doesnot have ANY inner page PR If you are talking about the PR benefit, then you will just be getting the benefit of the PR2 page
A true PR7 directory definately has some authority. By using your title and description text properly you will see a definite benefit in your rankings.
What about general directories with many categories? If I submit to the correct category is that considered related to my site?
So a directory does not have to be about jewelry specifically to be a relevant link to my site as long as there is a jewelry category in the main general directory and I submit to the jewelry category, correct?
