this is but one operation that was in the works. the gulf of tonkin incident that inflamed vietnam was another, rigging elections in italy in the 1950's, getting rid of mossadegh in iran and installing a non democratically elected sha in iran. The list goes on and on. Of course russia was doing the same but at least there was a counter balance of some sort back then. Northwood was originally designed to bring about a full scale war with cuba.
